How the poverty and vulnerability assessment tool strengthens targeting in Samaveshi Aajeevika Yojana (SAY)

Identifying vulnerable households that are frequently missed by mainstream poverty alleviation programmes is inherently complex. Poverty is multidimensional and cannot be measured through income or asset ownership alone. To address this challenge, SAY introduced the Poverty and Vulnerability Assessment Tool (PVAT), a multidimensional assessment framework designed to systematically identify households that experience the highest levels of vulnerability, exclusion, and deprivation.

In partnership with IWWAGE, this brief provides an overview of the tool and how it's strengthening SAY, a government-led, Graduation-style program in India.
