This policy brief reviews the state of poverty and inequality across the ASEAN region, identifies structural gaps in existing programmes, presents the evidence base for the Graduation approach, and outlines opportunities for regional coordination and learning.
It is intended to support ASEAN and national policymakers in identifying concrete, actionable pathways toward more coherent and effective strategies for eradicating extreme poverty.
The brief calls for ASEAN member states and their development partners to:
- Strengthen national pathways from social protection to resilient livelihoods
- Build a regional learning agenda on integrated poverty eradication, and
- Support country-led adaptation and evidence-building.
