Programme Director, Ultra-Poor Graduation Initiative

Pamela is the Programme Director for BRAC's work scaling Graduation through governments in Tanzania.

Pamela brings over 20 years of experience in social protection, sustainable livelihoods, and inclusive finance across Sub-Saharan Africa, with a strong focus on Tanzania. She works closely with government and partners to strengthen national and sub-national delivery systems, including at the regional and LGA/district level, and to support sustainable, government-led pathways out of extreme poverty.

She brings deep expertise in Graduation-aligned programming, women’s economic empowerment, economic inclusion, climate resilience, and financial inclusion. Her roles have included Chief Executive Officer of the Financial Sector Deepening Trust (FSDT); Chief of Party for World Vision’s THRIVE livelihoods project; Chief Field Officer for UNICEF Tanzania’s Southern Highlands; and Senior Consultant in Poverty and Social Protection at Oxford Policy Management, where she also led the Climate and Economic Inclusion Hub. Across these roles, she has led complex portfolios and strengthened national policy engagement, delivery coordination, and systems strengthening.

Pamela holds a Master’s degree in Human Development and Food Security from Roma III University and a Bachelor of Arts in Education from the University of Dar es Salaam. She is fluent in Kiswahili, English and Italian.
